I heard that they did it because the producers of the VMA's wanted to do something that would shock people more than tATu's performance with all the half-naked girls kissing eachother at the last Awards.
I think that it has less to with Madonna's image and more to do with Britney and/ or Christina. Madonna has a sexy image already and we all know she has "batted for both teams" at various stages of her life.
I think it was more for Britney to sex-up her image. Christina is already viewed as a bit of a slut, but Britney has her new album and single being released soon and I think it was more for her benefit than anyone. She has posed for some raunchy spreads im magazines and is generally trying to lose the "virgin" image she had back when "Baby, one more time" came out.
I mean they hardly even show the Christina/ Madonna kiss, it is all about Britney and Madonna. I think it was all just publicity but people will still be talking about it for a while, and that is the reason they do these things.

Publicity is the main reason, Sex sells is the second, & homosexuallity for those who protest for the third reason why doing so
