From what I understand the contract stated if the dog did not work out, they were supposed to let the agency know.
If that is correct, I can understand the agency's side as they would want to know the dog is well cared for.
What I don't like is that the agency took the dog from the family rather than check out the home and once determined the family was a good place, let the dog stay there. I do not recall reading anywhere that the family was not a good home for the dog.
I think at that point, it became more of an issue about control with the agency rather than a good home for the dog.
