The only time you ever see a horse lying down, its either dead, dying or anesthetized. They even sleep standing up.
Judging by the fact that the man is sitting on it in a way that almost certainly would not be good for it, I doubt its sickly.
Perhaps, back in the day, somebody just thought "Hey, this would be a really weird photo to shoot. Want to do it?" and then some random guy in a tophat agreed. I've got some strange shots in my portfolio too from when I did photography that will probably confuse future generations even more, now that I think about it.
Dude, gotta bury some of the weird ones for sure. Freak people out in the future. They get the flying cars afterall, might as well have some fun at their expense.
I don't know how common tophats were back in the day but I think it adds to the randomness of the thing.
