So, the CIA helps the Baath party go into power so Iraq doesn't go all commie. Then after Saddam takes over the U.S. openly backs them in the conflict with Iran. Saddam goes loony with power and starts killing people by the hundreds, maybe thousands. It's not until he invades Kuwait that we officially care and kick him out of there. Then almost ten years later a terrorist group without any ties to Saddam attacks the U.S. and we take him out of power and the Iraqi's finish him off.
Sorted history, to be sure.
