Minor terrorist is classed as somebody who' s capture or death will in no way affect the objectives of the terror organisation. For example if a suicide bomber is caught in Iraq that is not a major blow to the group that sent him or her.
Now if you catch a major terrorist like Zaqawri then that affects the whole organisation may even affect it's exsistence.
That is what has been going on in Iraq the coalition celeberate the killing or capture of 20 terrorists but the boys at the top of the organisation will send 20 more.
Don't get me wrong victims of terrorist attacks will not claim thier attacker was a minor terrorist but in the big picture these suicide bombers are nobodies plenty more whey came form but the Zaqawris of the world not to many like them.
Yup, kind of scary what religion, faith and beliefs will make people do.
Islamic suicide bombers of today, Japanese kamakazee's in WW2, Jews massacred during the 11th century Crusades for not accpeting Christ, Christians standing up against the Romans in the first few centuries A.D., we could go on and on.
