I don't make much money and so I don't usually donate money to charities except to the usual panhandlers who when ask me for money my first thought is Get A Job but then the thought There But By The Grace Of God Go I pops into my head and I usually give what change I have rattling around in my pocket. When I do have $10 extra at the end of the month I usually use it to go see a movie. But this time Bill Clinton got me to donate when he said if everyone would donate 10$ then it would amount to billions....I know... I fell for it and gave $10 to the American Red Cross. oh well there ain't no great movies out there this month anyway, is there?

who knows....when I give to a panhandler I don't ask if they are buying booze or food I just assume that they will apply it wisely. whatever wisely means.

The Red Cross has said that 90c from every $1 donated gets directly to the effected areas to the people. Oxfam, says at least 95c in every $1 gets to the victims. I think the amount that gets through depends on the charity.
Although it also depends on the government of the country being aided, my bosses family is in Sri Lanka and they have said that some of the government officials in the higher and dryer areas are working with the Red Cross and syphoning funds and equipment to areas that don't actually need it, trying to win votes in the poorer areas by providing them with this aid.
The Red Cross came under fire while accepting donations during the 9/11 campaign for stashing a percentage of the cash for "future relief efforts". They reacted quickly when confronted and turned all available funds back into 9/11 relief operations. Having that embarassing reminder, I would trust, out of all donation collectors, the Red Cross to be a bit more consciencious as to where the money goes than most.
But indeed, misappropriation of funds is a significant reason that I generally don't donate. I won't give homeless people money, but sometimes I buy them a meal if they are hungry.
I am pretty sure that the DEC have guarnteed that the money will go to the right areas. With a disaster of this size those groups involved in collecting money will know that if all the funds are not used properly then they will get caught out by somebody.
