Well, he was obviously getting old by that point. Vader said in return of the jedi that luke was on the planet with the rebels, and the emperor questions this, saying it's funny he didn't feel it.
He was probably suffering from some sort of ailment that clouded his vision.

The good Jedi:
Barris Offee
loyal Padawan paired with Jedi Master Luminara Unduli, Barriss Offee stayed close to her mentor's side whether during important meetings with the Supreme Chancellor, or in the thick of combat during the outbreak of the Clone Wars.
Mace Windu
A respected Jedi on par with the venerable Yoda, Mace Windu was a senior member of the Jedi High Council. His wisdom and experience were legendary, and his words carried great weight.
Windu was well schooled in Jedi philosophy and history. He knew of the ancient prophecy of the Chosen One who would return balance to the Force.
Qui Gon Jin
A venerable if maverick Jedi Master, Qui-Gon Jinn is a student of the living Force. Unlike other Jedi Masters, who often lose themself in the meditation of the unifying Force, Qui-Gon Jinn lived for the moment, espousing a philosophy of "feel, don't think -- use your instincts."
Yoda
Yoda, the ancient and revered Jedi Master, lived his final years hiding on the swamp planet of Dagobah. Nine hundred years old, Yoda had trained Jedi for eight centuries, and was very powerful in the Force. Among his last pupils were the most important (and reckless) Jedi in recent history, Obi-Wan Kenobi and Luke Skywalker.
Obi Won Kenobi (Ben)
A dedicated and legendary Jedi Knight, Obi-Wan Kenobi has had a long and tumultuous career that has helped shape the fate of an entire galaxy.
Luke Skywalker
The path of a Jedi is often difficult, filled with conflict and pain. Luke Skywalker's life which began as a simple farmboy and saw him become the greatest hero the galaxy has ever known is an amazing example of this. Skywalker spent his restless childhood on the backwater desert planet of Tatooine, toiling away on his uncle's moisture farm. His guardians, Beru and Owen Lars, never told Luke of his true heritage. While Luke believed his father to have been a navigator on a spice freighter, he never suspected that Anakin Skywalker was once a famed Jedi Knight and incredible starpilot.
Luke was born during the chaos as the galaxy transitioned from Republic to the tyrannical Empire. He and his twin sister, Leia, were secretly spirited away from his father and the Emperor. Luke was taken to live with Owen and Beru while his sister was taken to Alderaan to be raised by Viceroy Bail Organa.
Yarael Poof
Yarael Poof's appearance would be comical to most if not for the powerful presence in the Force he exuded. The alien Jedi was a member of the High Council on Coruscant during the Republic's final years. He was present when Jedi Master Qui-Gon Jinn brought young Anakin Skywalker before the Council to be trained. Poof was a tall being with spindly limbs and a long, slender neck which supported a bulbous head.
Eath Koth
Eeth Koth was a member of the Jedi High Council in the final years of the order. From within the polished towers of the Jedi Temple on Coruscant, the Council governed the actions of the Jedi Knights. Koth one was one of the 12 Jedi present when Qui-Gon Jinn presented Anakin Skywalker as the chosen one to the Council. Koth was a humanoid male whose face was etched with simple tattoos. A crown of vestigial horns sprouted from his skull.
Oppo Rancisis
The shaggy-haired serpentine Jedi Master Oppo Rancisis sat on the Jedi Council during the waning years of that august order. He was present when maverick Jedi Master Qui-Gon Jinn brought young Anakin Skywalker before the Council to be trained as a Padawan.
Depa Billabe
A serene yet strong presence on the Jedi Council, Depa Billaba was one of the members of that august body during the waning days of the Jedi order. Billaba sat between Eeth Koth and Plo Koon. She was present when Jedi Master Qui-Gon Jinn brought the young Anakin Skywalker before the Jedi Council, requesting that the boy be trained as a Jedi. Billaba also attended Jinn's funeral and the victory parade that marked the liberation of Naboo shortly thereafter. The Force runs strong in Billaba's family, and a close relative of hers is also a Jedi Knight.
Saesee Tiin
The imposing Saesee Tiin was a member of the Jedi Council during the final years of the Republic. He served that noble assemblage during the commotion of the Sith's return surrounding the events of the Battle of Naboo. Tiin voyaged to Naboo to attend the funeral of fallen Jedi Qui-Gon Jinn, and the jubilant celebration that marked the liberation of that outlying world. Ten years after this event, Tiin was still an active member of the Jedi order.
Tiin is a powerfully built humanoid male, with large hands and two down-sweeping horns surrounding his grim face.
Ki Adi Mundi
Ki-Adi-Mundi was an alien representative who sat on the Jedi Council. A humanoid being, Ki's most distinguishing physical feature was an enlarged conical cranium that contained a binary brain.
Padawon learner Jedi
Shaak Ti
The Jedi Council consisted of 12 wise and powerful Jedi Masters who convened within the towering Jedi Temple on Coruscant to contemplate matters of the Force and dispatch Knights to scattered crises across the galaxy. The faces on the Council would change to meet the increasing needs of the Republic. During the events precipitating the start of the Clone Wars, Jedi Master Shaak Ti sat on the Council. She was an exotic alien female with colorful patterning decorating her flexible lekku. Shaak Ti was one of the 200 Jedi that traveled to Geonosis on a mission to rescue captives from the growing Separatist forces.
Yaddle~~~Female Jedi, same race as Yoda
The quiet Yaddle was a member of the same mysterious species as the revered Jedi Master Yoda. Yaddle sat on the Jedi Council with her fellow green-skinned diminutive Force-user.
Even piell
The Jedi High Council was isolated from the rest of the bustle of Coruscant, convening in a circular chamber high above the cityscape. One member of this august order was Even Piell, a diminutive Jedi Master who was present when Anakin Skywalker was brought before the Council for training. Even Piell was a small humanoid with pink skin, large drooping ears, a topknot and a scarred face.
Adi Gallia
Gallia was a tall human female with a trim build. She bore an exotic beauty and wore an odd headdress draped with organic tentacles. The Force runs strongly in Gallia's family. A close relative of hers is also a Jedi Knight.
Allie Stass
The mystical energy field revered by the Jedi is known to travel through family trees, and several Knights and Masters of note can point to connections of blood as well as the Force. Jedi Knight Stass Allie was cousin to Adi Gallia, a member of the Jedi Council during the twilight years of the Republic. She bore a basic physical resemblance to the Jedi Master, and dressed in garb of the same cultural roots. During the Separatist crisis that threatened the Republic, Stass Allie advised the highest levels of Palpatine's government, and also fought valiantly during the first skirmishes that would ignite the devastating Clone Wars.
Agen Kolar
Among the 200 Jedi that journeyed to the barren world of Geonosis was Agen Kolar, a male Zabrak of considerable skill. The battle in the Geonosian execution arena proved costly for Kolar. Though he survived, his young Padawan did not.
Bultar Swan
Her skills with the lightsaber were put to the test as she faced off against Geonosian warriors and a seemingly endless horde of battle droids.
coleman treber
Attempting to confront Count Dooku, former Jedi and leader of the Separatists, Coleman was callously shot by Dooku's henchman, bounty hunter Jango Fett.
Trebor was a reptilian humanoid with an elongated face, dark eyes, and a sweeping crest extending from his skull.

Twelve Jedi sat in a circle to contemplate matters of the Force, and dispatch Knights to scattered crises across the galaxy.
One such Jedi Master was Plo Koon, an imposing alien whose face was concealed behind a forked facemask. His well-muscled humanoid form filled out the traditional Jedi robes.

Qui-Gon Jinn was a Jedi Master too. As Obi-Wan says, he could have been a member of the council if he wasn't so non-conforming.
Plus, Qui-Gon was always more observant of the living force. Maybe that has something to do with it.
