Well, some of the street vendors are legit. But what you'll notice about the bootleg guys is that they are set up on the sidewalk with their wares displyed on a small blanket. The blanket is so that when they spot a copper they can wrap the bundle up, sling it over their shoulder and disappear into a crowd in about 2 seconds flat. They don't get busted because NYPD can't hope to keep up with them. Ultimately, they're small time crooks as far as the local po po are concerned.
