Shielding is ineffective. the scalar pulse ( or continous wave) can go anywhere gravity can go. It penetrates the steel hull of tanks and armored vehicles. It penetrates underground shelters and bunkers. It penetrates pillboxes and fortifications. Foxholes are no protection anymore. Scalar 'death ray' weapon in Afghanistan, apparently in the noses of some of their HIND helicopters. Those choppers usually fire gas rockets filled with nerve gas, and some persons will die convulsively from the chemical. Those hit by the scalar EM weapon, however, have a most peculiar death mode.
The question is, is this possible or another conspiracy theory?

Current state of physics isn't good enough for such things to be possible.
When we hear about things destriyed or torn apart by gravitation, we also have a black hole in sight . Extremely high mass is needed.
We don' have a good enough theory of gravitation yet. If Russia or any other country has a device like this, it means someone has made a theory of top-important nature, not less important than Einstein's.
Next, posessing a device fit for helicopters (not flat-tops) means a substantial amout of engineering work has been done.
Ultimately, we barely even know how gravity and magnetism work at this point. We understand and can measure the effects of the two things, but they're still too mysterious to manipulate so effectively.
I don't believe we (as humans) will ever have a magic weapon that harnesses some mystical power of the universe that isn't clearly understood by the international scientific communicty. In short: no "death rays" for the Russians.
