I read something somewhere (forgot where) that there is a therory that the Dementors were never under Ministry control, ever. Here's my proof so far.
1. Tried to kiss an innocent person, but, this innocent person just happened to be Harry, the boy who sent Volemort away. (and don't say that it is because he tried a Patronus on them, then Lupin would have no soul.)
2. In OOTP, those 9 Death Eaters got out. Isn't it supposed to make you go crazy, having Dementors near you. Do you think the Dementors did try to harm them and let them go?
