what I mean is thaty if the spell to protect harry only works with people with Evans blood then the only place he could have been kept safely was with his Aunt

Yes, the kid, Mark Evans, is most likely a red herring... but, maybe it's to give us a clue as to their being more than Petunia. And, the Evan blood runs in Dudley, doesn't it?
