NEW YORK (CNN) -- Singer Janet Jackson is not likely to appear as a presenter at the Grammy Awards ceremony Sunday, her publicist said Wednesday.

"We don't think she's going to go," publicist Steven Huvane told CNN.

Jackson, whose right breast was bared to a national television audience during Sunday's Super Bowl halftime show, was scheduled to introduce a tribute to singer Luther Vandross. Since Vandross is too ill to attend the ceremony, Jackson may not appear.

Jackson's name was not on a list of presenters released Wednesday by the National Academy of Recording Arts & Sciences.

A day earlier, CBS announced it will broadcast the Grammys using an "enhanced" tape delay system, an apparent effort to avoid a repeat of the breast-baring incident.

For the first time in the 46-year history of the Grammys, the network will be able to delete inappropriate video as well as audio, CBS said in a written statement Tuesday.

Celebrities have been known to misbehave on awards shows, including U2's Bono using a four-letter vulgarity during NBC's live broadcast of the 2003 Golden Globes. In 1998, a non-celebrity caused problems at the Grammys when he rushed the stage during Bob Dylan's performance.

In previous years, the show aired with a five-second tape delay, enabling network censors to delete offensive language but leaving them helpless against surprise images such as nudity or hand gestures.

"The precise length of the new delay has yet to be determined," said the statement, which makes no mention of Jackson or the Super Bowl.

At the end of the Super Bowl halftime show, Jackson's right breast was exposed when Justin Timberlake ripped off a portion of her outfit as they finished singing "Rock Your Body."

Politicians and throngs of CBS viewers voiced their outrage. Timberlake called it a "wardrobe malfunction." Jackson spokesman Stephen Huvane said Timberlake was supposed to pull away Jackson's bustier while leaving her red-lace bra intact.

Jackson herself said neither CBS nor MTV, which produced the halftime show, were aware of the stunt beforehand.

"The decision to have a costume reveal at the end of my halftime show performance was made after final rehearsals. MTV was completely unaware of it," Jackson said in a written statement.

"It was not my intention that it go as far as it did. I apologize to anyone offended -- including the audience, MTV, CBS and the NFL."

Despite those apologies and others from CBS and MTV, the Federal Communications Commission launched an investigation Monday and FCC Chairman Michael Powell said he did not believe the breast exposure was an accident.

Powell said MTV and the CBS network's 16 owned-and-operated stations and more than 200 affiliated stations could "conceivably" be fined $27,000 apiece.

This year's Grammy Awards ceremony will be broadcast at 8 p.m. ET Sunday.

Timberlake, 50 Cent, Christina Aguilera, Outkast and Celine Dion are among those set to perform.

Timberlake is nominated in five Grammy categories, including Album of the Year and Record of the Year.

I think she is referring to the difference between ripping it off to reveal the bra and ripping it off to reveal the breast. They had planned to do it with the bra being revealed and apparently she made the decision herself to have her breast and piercing exposed instead.

I think maybe it was all planned all along and everyone knew and Janet has just ended being the scapegoat in the whole thing.

No one was saying anything about the way lil kim dress, or what about Mary J and her outfit with the star over her chest.How can you take offense to something that didnt even happen to you. The only thing their guilty of is not having permission to change the act. When I was watching the news today gues what I saw? I heard how this middle school boy stabbed I guess his friend in the throat, then I saw the news about the halftime show. No big deal!!! They apologized now let it go. In times of war and whatever and America is hung on about this whole Superbowl thing. So I ask what is more important?

But it seems billions would be in order since Carlin notes that punitive damages should not exceed the gross revenues of all defendants for the past three years. (8 pages)

Please! It was tasteless, stupid and innappropriate, but I seriously DOUBT that ANYONE "suffered outrage, anger, embarrassment and serious injury."

Devildog, I agree with you to a certain extent. First of all, you need to stop putting all the blame on entertainment or what these kids see on TV and start putting a lot of the blame on the parents. It is understandable that we cannot be with our kids 24-7 but it is all about what we do when we do get the time to spend with them. If your child just happened to pick up something off of TV, it is up to you as a parent to correct and teach him or her wrong from right. If anything influences children the most, it's their parents.

Please don't misunderstand me, Hollywood should take some of the blame. I am not condoning some of the behavior I see from celebs who young children look up too. But when it all comes down to our children actually behaving this way, parents should take responsibility.

And what I don't get out of these people up here complaining about the whole half-time show was offensive and sexually explicit, they had all that time before Janet Jackson flashed to turn the damn TV off, so they must have not been all that offended by it.

I don't have them(HBO and the likes) because I don't want that to be around my child yet. Now I guess I should even cancel basic cable since anything obviously goes there also. Now you are telling me I can't even have rabbit ears and protect my child from it? What more do we have to do to keep our children's innocence? CBS can filter this whore,halftime harlett into my house at dinner time? You need your head examined if you think this is no big deal. That was a general statement not directed at anyone.
And although the lawsuit IS ridiculous,it is the only thing they will understand. Hit em in the wallet. The damage is known by every parent that is trying to be a mentor. It is hard to raise a child,and it takes incredible work ,devotion and sacrifice. This is why good parental units are hard to come by. If it were easy,everyone would be a good parent,right. Now say you are that very rare,exceptional parent. You have done almost everything right. You have sacrificed $ to be with your child every second(because you just didn't trust anyone with you child)You would never let a stranger look after your kid so you sacrificed. You don't watch the TV programs you are really interested in because it is not conducive of proper child development. You waited until you are 30 yrs old because you are a planner. You want to be ready mentally and financially for this huge responsibility of bringing a child into this world. Some people,believe it or not, plan for child birth. I know this must shock some. Along comes this dried beef in a suit,oozing with liberalism. They play god and decide for you what your child is going to see and be exposed to. Thereby destroying perhaps 15 to 20 years of hope,and planning. That is the damage people. I fully understand it. My girl(5) did not see this but if see had I would be on fire.
I didn't care for that white trash moron wearing old glory like a poncho either. Dancing around to some tired ass 8o's beat. Sounded to me like a pathetic version of Run DMC,and looked like a trailer park junkie with the hiv.
And where are the woman's organizations? Are woman OK with this treatment? Ripping clothes off in a rape like style? This confirms to the rest of the world what a bunch of heathens we are here. How rapid can we decline. Sodom & Gomorrah any one?
