Security Council declares support for free, fair presidential election
in Lebanon; calls for withdrawal of foreign forces there
Resolution 1559 (2004) Adopted by Vote
Of 9 in Favour, to None Against, with 6 Abstentions
The Security Council this evening declared its support for a free and fair presidential election in Lebanon conducted according to Lebanese constitutional rules devised without foreign interference or influence and, in that connection, called upon all remaining foreign forces to withdraw from Lebanon.
By a vote of 9 in favour (Angola, Benin, Chile, France, Germany, Romania, Spain, United Kingdom, United States) to none against, with 6 abstentions (Algeria, Brazil, China, Pakistan, Philippines, Russian Federation), the Council adopted resolution 1559 (2004), reaffirming its call for the strict respect of Lebanon’s sovereignty, territorial integrity, unity, and political independence under the sole and exclusive authority of the Government of Lebanon throughout the country.
In a related provision, the Council called for the disbanding and disarmament of all Lebanese and non-Lebanese militias. It also called upon all parties concerned to cooperate fully and urgently with the Council for the full implementation of all its resolutions concerning the restoration in Lebanon of territorial integrity, full sovereignty and political independence.
The meeting began at 7:38 p.m. and was adjourned at 8:38 p.m.

The text of resolution 1559 (2004) reads as follows:
“The Security Council,
“Recalling all its previous resolutions on Lebanon, in particular resolutions 425 (1978) and 426 (1978) of 19 March 1978, resolution 520 (1982) of 17 September 1982, and resolution 1553 (2004) of 29 July 2004 as well as the statements of its President on the situation in Lebanon, in particular the statement of 18 June 2000 (S/PRST/2000/21),
“Reiterating its strong support for the territorial integrity, sovereignty and political independence of Lebanon within its internationally territorially recognized borders,
“Noting the determination of Lebanon to ensure the withdrawal of all non-Lebanese forces from Lebanon,
“Gravely concerned at the continued presence of armed militias in Lebanon, which prevent the Lebanese government from exercising its full sovereignty over all Lebanese territory,
“Reaffirming the importance of the extension of the control of the Government of Lebanon over all Lebanese territory,
“Mindful of the upcoming Lebanese presidential elections and underlining the importance of free and fair elections according to Lebanese constitutional rules devised without foreign interference or influence,
“1. Reaffirms its call for the strict respect of the sovereignty, territorial integrity, unity, and political independence of Lebanon under the sole and exclusive authority of the Government of Lebanon throughout Lebanon;
“2. Calls upon all remaining foreign forces to withdraw from Lebanon;
“3. Calls for the disbanding and disarmament of all Lebanese and non-Lebanese militias;
“4. Supports the extension of the control of the Government of Lebanon over all Lebanese territory;
“5. Declares its support for a free and fair electoral process in Lebanon’s upcoming presidential election conducted according to Lebanese constitutional rules devised without foreign interference or influence;
“6. Calls upon all parties concerned to cooperate fully and urgently with the Security Council for the full implementation of this and all relevant resolutions concerning the restoration of the territorial integrity, full sovereignty, and political independence of Lebanon;
“7. Requests that the Secretary-General report to the Security Council within thirty days on the implementation by the parties of this resolution and decides to remain actively seized of this matter.”
Clearly the Lebanese Parliament had been pressured, and even threatened, by Syria and its agents to make them comply. He strongly supported the extension and control of Lebanon’s Government over all Lebanese territory, including southern Lebanon, as called for by the Council for the past four years. The continued presence of armed Hezbollah militia and the presence of Syrian military and Iranian forces in Lebanon hindered that goal. It was wrong for Syria to continue to maintain forces in Lebanon in “flat contravention” of the spirit and clear intent of the Taif Accord, and it would be very wrong for it to continue to interfere in the presidential electoral process in Lebanon.

How can the question be - they won't do it so why bother. How do you get peace in the Middle East by automatically saying it won't work? Do you want this conflict to last forever? The answer is to take any possible chance there is not matter how slim and try to make peace, and keep trying to make peace, and then continueing to make peace even when peace doesn't look viable.
Thing is at the moment we are not helping because of the wars we've started that have utterly failed to bring peace and security to ANYWHERE.

I can tell you that without a doubt this is very one sided. Israel has commenced in attempts to remove Hizb'allah leaders since 2000 and 2004. Both with cease fires from hizb'allah.
This paper neglects to inform you of the hizb'allah bombings that prompted Israel to through intelligence to attack. Or the murders they operated.
This paper does not report on the hizb'allah bombings of an elementary bus, and of a teenage after school cafe house, which prompted israel to cross the boarder.
As i've said before, the media does not mention what happens to Israel as much as what Israel does. And i've read other pages of these links, they are highly biased in my opinion.
That's like during one episode of the Gaza pull out - while Israel soldiers where pulling out civilians, palestinians fired on them a number of times killing several civilians and 2 soldiers. so israel moved farther into gaza while civilians where moving out, and bull dozed over known terrorist bases. The following is a chronological list of events along Israel's northern border in which Israeli civilians or soldiers were killed or wounded from May 2000 until July 12, 2006. These are only a few events. Many more occured inbetween the mentioned dates.
27 May 2006 - An IDF soldier was wounded when Katyushas were fired at an army base at Mt. Meron in the upper Galilee.
27 Dec 2005 - A branch of a Palestinian organization connected to Al-Qaida fired 6 Katyushas, damaging a house in Kiryat Shmona and a house in Metulla. In response, the IAF attacked a training base of the Popular Front, south of Beirut.
21 Nov 2005 - An attempt to kidnap an IDF soldier was foiled when paratroopers patrolling near Rajar village discerned a Hizbullah unit approaching. Private David Markovitz opened fire, killing all four. In a heavy attack of mortars and Katyusha rockets that ensued, nine soldiers and and two civilians were injured.
29 June 2005 - More than 20 mortars were fired from across the border. Cpl. Uzi Peretz of the Golani Brigade was killed and four soldiers wounded, including the unit's doctor. Fire was exchanged and helicopters and planes attacked five Hizbullah outposts in the Reches Ramim area.
7 Apr 2005 - Two Israeli Arabs from the village of Rajar on the Israel-Lebanon border were kidnapped by Hizbullah operatives and held in captivity for four days in an attempt to obtain information on Israel.
9 Jan 2005 - An explosive device was detonated against an IDF patrol at Nahal Sion. One Israeli soldier was killed, and a UN officer was killed.
20 July 2004 - Hizbullah sniper fired at an IDF post in the western sector of the Israeli-Lebanese border. Two IDF soldiers were killed.
7 May 2004 - Fire in the Mt. Dov sector. IDF soldier Dennis Leminov was killed, and two other soldiers were severely wounded. The IDF returned fire.
19 Jan 2004 - An anti-tank missile was fired at IDF D9 while neutralizing explosive charges near Zari’t. An IDF soldier, Yan Rotzenski, was killed and another soldier was severely wounded.
6 Oct 2003 - Staff Sgt. David Solomonov was killed when Hizbullah fired at an IDF force south of the Fatma Gate in the eastern sector. In addition, the Hizbullah fired missiles and rockets at an IDF post in the Reches Ramim area.
10 Aug 2003 - Haviv Dadon, 16, of Shlomi, was struck in the chest and killed by shrapnel from an anti-aircraft shell fired by Hizbullah terrorists in Lebanon. Four others were wounded.

28 Apr 2001 - A 60 year-old Israeli man was found stabbed to death in Kfar Ba'aneh, near Carmiel in Galilee. The terrorists responsible for the attack were apprehended in July. Six members of a Hizbullah-linked Palestinian terrorist cell responsible for the murder were arrested in July. The murder was the initiation rite of the organization.
1 Apr 2001 - A 42 year-old Israeli woman was stabbed to death in Haifa. Her murder was the initiation rite of a terrorist cell, whose members were apprehended in July. Six members of a Hizbullah-linked Palestinian terrorist cell responsible for the murder, originally thought to be criminally motivated, were arrested in July. The murder was the initiation rite of one of the terrorists into the organization.

Prime Minister Ehud Barak, at the weekly Cabinet meeting today (Sunday), 28.5.2000, gave a briefing on the situation in the north following the IDF's withdrawal from Lebanon and noted that the border has been quiet so far. He informed the Cabinet that the United Nations has begun demarcating the border and that Lebanese police have been sent to the most sensitive areas of southern Lebanon.
In light of the delicate and fragile conditions in the area, every day that passes quietly contributes to the chances of stabilizing the situation. Israel is ready for any possibility and the IDF has clear orders to open fire only in instances of self-defense or rescue. The IDF will not open fire under any other circumstances in order to increase the chances for quiet and stability.
Regarding the Shabaa Farms outpost on Har Dov, Prime Minister Barak stated that UN and Israeli maps show that 90% of the area is not part of Lebanon, and therefore will not be evacuated. The small area in which two minor outposts were located were evacuated; thus, the IDF has completely withdrawn to the international border in accordance with United Nations Security Council Resolution 425.
Foreign Minister David Levy met today (May 28) with UN envoy, Terje Larsen, who expressed complete satisfaction with Israeli cooperation in fulfilling the conditions of Security Council Resolution 425.
At the meeting, Minister Levy stated the following:
Israel showed, and continues to show, restraint in the face of provocation.
It is not yet clear whether what we are witnessing now in Lebanon is a release of pent-up emotions indicative of future quiet or agitation indicating disquiet and a return to the cycle of violence.
At this stage, some degree of doubt exists concerning Lebanon's willingness to cooperate. There must be cooperation with the UN.
The armed militias are like a time bomb placed at the doorstep of the central Government of Lebanon.
Only a strong, determined country such as Israel could have decided upon, and carried out, the withdrawal from Lebanon. Israel displayed self-confidence, military fortitude and political good-judgement.
After a generation of hardship, the Government of Lebanon now has an opportunity to reestablish its sovereignty, restore quiet and rehabilitate the area -
"Lebanon has an obligation. It remains to be seen which path it will choose - one in which its own interests are served, or one in which it continues playing a role in the games of others. If Lebanon plays the games of others, it will be playing with fire, in its own house."
UNIFIL forces were sent to bolster the Lebanese Government so that the latter can assert its authority over the entire country. Lebanese cooperation with the UNIFIL will assist in the vitally important process of Lebanon's recovery, so there will be no remorse in the future.
At the meeting, UN envoy Larsen declared his intention to meet with the President and Prime Minister of Lebanon, and told of his planned meeting with the Foreign Minister of Syria in Damascus on Wednesday (May 31).
Following is the statement of Secretary-General Kofi Annan on receiving confirmation by the United Nations Interim Force in Lebanon (UNIFIL) of the full withdrawal of Israeli forces from Lebanon:
I am delighted to tell you that the United Nations Force in Lebanon has today reported to me that Israel has withdrawn from the country, in full compliance with Security Council resolution 425 (1978). I have just conveyed this information to the Security Council.

Further to my report on the United Nations Interim Force in Lebanon (UNIFIL) of 20 July 2000 (S/2000/718), I have the honour to inform you that the Israeli authorities have removed all soldiers of the line of withdrawal. Further, in a meeting with Mr. Terje Roed-Larsen, my Special Envoy, President Lahoud and Prime Minister Hoss today gave their consent to the full deployment of UNIFIL. Situation in the Area, July-October 2000
From the end of July until early October 2000, the situation in the UNIFIL area of operations was generally calm, except for numerous minor violations of the line of withdrawal, the so-called Blue Line.
In the context of the tension in the Occupied Territories and Israel, about 500 Palestinians and supporters approached the line south of Marwahin to demonstrate against Israel. As the crowd attempted to cross the Israeli border fence, Israeli troops opened fire, killing three and injuring some 20. Since then, the Lebanese authorities have prevented further demonstrations by Palestinians on the line. Later the same day, in a serious breach of the ceasefire, Hizbollah launched an attack across the Blue Line about 3 kilometres south of Shaba and took three Israeli soldiers prisoner. On 20 October, three Palestinians crossed the Blue Line east of Kafr Shuba and tried to break through the Israeli technical fence, which runs some distance behind the line. The Israeli forces responded with heavy fire. One of the three was killed; the others managed to get away.
This was a mob and Israel had full authority to open fire, as it was a breach of the UN resolution on part of the mob. I would have fired at a mob of 500 people trying to break into the compound as well.
And after that HIZB'ALLAH broke the peace.
Here's another bit of information.
Lebanese administrators, police, security and army personnel function throughout the area, and their presence and activities continued to grow. They began re-establishing local administration in the villages and have made progress in re-integrating the communications, infrastructure, health and welfare systems with the rest of the country. In late August the former Israeli-controlled area participated, for the first time since 1972, in a parliamentary election.
However, near the Blue Line the authorities have, in effect, left control to Hizbollah. Its members worked in civilian attire and were normally unarmed. They monitored the Blue Line, maintained public order and, in some villages, provided social, medical and education services.
UNIFIL monitored the area through ground and air patrols and a network of observation posts. It acted to correct violations by raising them with the side concerned, and used its best efforts, through continuous, close liaison with both sides, to prevent friction and limit incidents. However, UNIFIL has not been able to persuade the Lebanese authorities to assume their full responsibilities along the Blue Line.
Now Israel did make minor violations such as Aircraft but they didn't fire first per the UNIFIL.
Also, Israel began these actions AFTER Hizb'allah fired missiles at them. Keep backing Hizb'allah buddy I enjoyed proving that clearinghouse crappy site incorrect.
The report went on to say that since the assassination of former Prime Minister Rafic Hariri on 14 February, Lebanon had undergone a period of increased political instability, manifested by large-scale demonstrations in the capital, the resignation of the Government, several bomb attacks in various areas of Beirut, the assassinations of journalist Samir Kassir and politician George Hawi, and most recently, the attack on the envoy of Defence Minister Elias Murr
NOTE **Hariri was assassinated on 14 February 2005 when explosives equivalent to around 1000 kg of TNT were detonated as his motorcade drove past the St George Hotel in the Lebanese capital, Beirut. The Syrian government is the focus of international suspicion of having committed the murder.***

Samir Kassir (May 5, 1960 – June 2, 2005), was a university professor, journalist and historian born to a Lebanese Palestinian father and a Syrian mother. He held both Lebanese and French nationality. A prominent left-wing activist, he was a strong advocate of freedom for the Palestinians, democracy in Lebanon and Syria and a vocal critic of the Syrian presence in Lebanon. He was assassinated on 2 June 2005 and his assailants remain unknown. A French investigation is currently underway but its results have yet to be released.
George Hawi was assassinated when a bomb planted in his car was detonated by remote control, as he travelled through Beirut's Wata Musaitbi neighbourhood. The perpetrator has not been found, but many in Lebanon blame Syria for this and other explosions in the capital, after the Syrian retreat from Lebanon. It is known that Hawi who was a long time ally to Syria, turned against it and joined the Anti-Syrian coalition whose members were the prime targets of Syrians in the past years.

Describing the political and security environment as still fragile, the Secretary-General pointed particularly to the November 2005 Hizbollah attack, which had led to a heavy exchange of fire with IDF.
NOTE - Again Hizb'allah attacked first.
Israel was attacked from 2000-2004 and decided to take action. A ceasefire with bastards of Hizb'allah was made again - and 2 years later - here we are.
If the lebanese governement would remove these people, there may be a chance of true stability in the area - but the governemtn refused to remove them. Probably because 2 cabinet officals ARE in Hizb'allah and are Hizb'allah leaders themselves.

According to un.org - the united nations was provided information for mines and was removing them in 2000.

Like the fact that landmines were being removed, that site claims that they couldn't be removed due to a lack of maps and assist and they refer to the united nations for their information .

That is a crazy amount of land mines, i've never agreed with the use of landmines by anyone. They can be easily over looked and stepped on by children and unintended victims.
I don't think they provided all the maps, and some of them may not exist any longer. From what i found on un.org, maps were provided, some where unknown as random deployment and others - date back to the French Mandate and World War II.

As far as assassinations go - if that post is refering to the people that i mentioned - syria is the one lebanon and and other countries believe performed these. Not israel.

The following is a chronological list of events along Israel's northern border in which Israeli civilians or soldiers were killed or wounded from May 2000 until July 12, 2006. These are only a few events. Many more occured inbetween the mentioned dates.
27 May 2006 - An IDF soldier was wounded when Katyushas were fired at an army base at Mt. Meron in the upper Galilee.
27 Dec 2005 - A branch of a Palestinian organization connected to Al-Qaida fired 6 Katyushas, damaging a house in Kiryat Shmona and a house in Metulla. In response, the IAF attacked a training base of the Popular Front, south of Beirut.
21 Nov 2005 - An attempt to kidnap an IDF soldier was foiled when paratroopers patrolling near Rajar village discerned a Hizbullah unit approaching. Private David Markovitz opened fire, killing all four. In a heavy attack of mortars and Katyusha rockets that ensued, nine soldiers and and two civilians were injured.
29 June 2005 - More than 20 mortars were fired from across the border. Cpl. Uzi Peretz of the Golani Brigade was killed and four soldiers wounded, including the unit's doctor. Fire was exchanged and helicopters and planes attacked five Hizbullah outposts in the Reches Ramim area.
Now, why doesn't Israel have the right to attempt a full offensive?

this is all Hizb'allah work. you think you the bastards are going to keep a cease fire still? Hizb'allah has attacked every single month for since 2000. So we agree, neither side kept their part of the deal? So the future is war, probably unwinnable by either side, lots of people dead, a country ruined, eventually a strengthened Hezbollah, an even more irate Arab and Muslim world.
Robert Fisk thinks this ceasefire is just the beginning of the real war. So happy times ahead, yes? The last one lasted 18 years. What hope this time for an Israeli success? Pretty much none, if Iraq and the US is anything to go by, and their attempt to control that country?

There was still alot that went on in the 18 years, it was far from peaceful but if you think about it - it was more quiet during the Israel occupation. That lasted a little too long though, but there was a lot of work with the lebanon forces.
speaking of occupations:
in my Modern japan class a guy asked if there was any resistance like that in Iraq in Japan. I told him that you can't compare the two because the culture is completly different.
If you compare the history even during the tokugawa peroid from 1600 to late 1800s - during an era where samurai could cut down anyone just because, they were still more respectful and civilized then some of the arab states of today.
They wanted a change in their country - and democracy had always been an idea but was always kept in the closest.
Per the japanese book written by a japanese, the constituation presented by allies occupation is still the one they use today. they didn't change it.
This is probably one reason it was believed Iraq wouldn't be as difficult as it is.

- Hizb'allah broke the deal which, in a sense, voided the contract giving Israel authority and a logical reason to over look the ceasefire since Hizb'allah broke it.
Any country would look it this way, and i know Britain and America would do the same if they had a ceasefire with someone who broke it.
if you had a ceasefire with say, germany during WWII, or even a nonaggression pact - like germany had with russia, and germany attacked you - the pact and/or ceasefire would be void.
that's what happened between Germany and Russian - germany, despite its pact, attacked and invaded russia. Japan also ignored the neutrality agreement with russia when germany attacked russia.
As did hizb'allah when they started this conflict - which is in the document. Its finally escalated to what we see today and a few years from now we will see it again.
thus far in the document from the un, i've seen only this From the end of July until early October 2000, the situation in the UNIFIL area of operations was generally calm, except for numerous minor violations of the line of withdrawal, the so-called Blue Line
it does not say Israel or Hizb'allah. So the minor violations are unkown and were, as it says, minor.
