I've got a feeling the voice is Seth McFarlane from Family Guy. Wouldn't be surprised if he wrote the bit too. He loves those overly long side bits where people order dinner or talk about fabric softner and stuff.

Robot Chicken is the best, I have season one on DVD. It's written, created and directed by Seth Green and another guy. His Family Guy buddies do voices here and there, as do random celebrities.
The one with Optimus Prime dying was hilarious, too.
