Probably and if not they've done a good job of convincing everyone they have. It may be a completely screwed up society but I don't want to bomb the crap out of the place because of it.
Well, South Korea did record a huge magnitude explosion in North Korea at the time they claimed to have tested their nuclear weapon. They claimed nothing in nature could have created a rupture that large! I think it is highly possible they do have nukes. China may be supplying them with some or at least the parts. Spells B-A-D for opposing nations!
North Korea, the rogue state. Shall its rein end by bullets and mortar, rebellion or just that corrupt guy finally loses it. Hm...
