Tax debt, living out of the country

Hi,
I am looking for some advice regarding an outstanding debt of $800 I have from my 2003 taxes.
I am a UK citizen, worked in the USA for 4 years.
I am now living permanently back in the UK. I wonder whether I should bother paying this outstanding debt - do the IRS have any way of collecting from a non-US citizen not living in the country?
