Denethor had a Palantir, and he, like Saruman, was ensnared by Sauron with it. While Sauron could not make the Palantir show things that were not true, he did use it to show Denethor how ridiculously powerful he was. there are 7 Palantiri (not palantirs) and they were brought to Middle Earth by the Numenoreans, though i'm not exactly sure who created them...so i'll take a wild stab in the dark and say the Noldor (elves) and yes there is possible evidence they did in the Silmarillion.
