There have been a lot of bad guys over the years. It is hard to pick my favorite one, but after a lot of thought, I think it is Weyoun. He was the Vorta that took over Deep Space Nine , and did a lot of other nasty stuff in the final seasons. He worked for the Founders.
There was something about the way he spoke, that made him interesting to watch. He was a mean little turd, though if I remember right, he actually turned good for a little while, but was killed. He was replaced with a clone. (All the Weyoun's were clones.)
mm: you're right. he was just misguided and a little misunderstood. okay, let's see... i guess my favorite baddies were always the romulans. you never knew what you were dealing with. sometimes they would be nice and delicately deceitful. othertimes they would just be cruel and heartless. but my favorite romulan would have to be the one in the episode "the pegasus". it's the one with riker's old captain who's now an admiral. he's trying to find their old ship the pegasus because it contains a cloaking device that allows a ship to pass through solid matter. anyway, the romulan commander and picard have this 'polite' exchange with underlying saber rattling that is so entertaining.
Hey Whid, that Weyoun chap looks very much like Shran the Andorian in Enterprise. They must be recycling actors and actresses! I've also noticed that quite a few of the Voyager cast especially Robert Duncan McNeil (Tom Parris) and Roxanne Dawson (Belanna Torres) have directed a few Enterprise episodes, just like Leonard Nimoy, LeVar Burton and Jonathan Frakes took to directing Star Trek episodes and movies previously.
The best villain to me has to be Seska from Voyager. She was a Cardassian spy masquerading as a Bajoran in Chakotay's Maquis ship. She eventually hooked up with the Kazons and gave the Voyager crew hell. At one point she was still causing trouble even after she had died, courtesy of her hologram she had created to foil the crew.

Yeah Whid, that Seska was a nasty piece of work. Sort of like the 'JR' of Star Trek as far as I'm concerned - people love to hate her. And she was quite convincing as well. Too bad she died unceremoniously. There was another great episode in Yoyager which showed a very good villain. Do you remember the episode where Janeway had to go into a computer program to deal with a program called Fear? He was dressed up like a clown and his program was created to keep the minds of residents of a planet occupied as they lay in cryogenic suspension as their world entered a long winter. But, the program developed a life of its own and held the residents hostage, refusing to release them as he knew once they were released he would cease to exist. Splendid and unforgettable episode - very original and fresh.
