The abstract meaning within 1441 seemed clear to me, but many brush it off without providing any cogent alternatives. Its probably a good idea to clarify the obvious meaning, as this might focus people in their ability to come up with other interpretations of what "Serious consequences" might mean in the context of Iraq having failed to exercise its "final" opportunity to comply.

My reasoning is the following (someone please correct me):

There are no more negotiations and haggling between the parties. Iraq by default has relinquished its right to voluntarily participate in its disarmament, and grants that right to member states (not the UN), who are authorized to "use all necessary means to uphold and implement its resolution 660 (1990) of 2 August 1990 and all relevant resolutions subsequent to resolution 660 (1990) and to restore international peace and security in the area,"
