3. Birmany Myanmar: OIL, but already signed commercial (oil) agreements
4. for the others (about 120 dictators ), nothing interesting or already signed agreements, especially the one the US governement is implicated in the "promotion" of the dictator ..... as Saddam Hussein
AND ALL OF THESE ARE UNDER DICTATORs.
