Should governments lie to achieve their goals?

1. Is it acceptable for a government to lie or mislead it's people about the reasons for going to war?
2. Is it dangerous for a government to lie or mislead it's people about the reasons for going to war?
3. Can a government who is willing to lie to go to war be trusted to tell the truth on less consequecial matters?
