The ME autocrats need Isreal as an enemy to distract their masses, as well as create a target for the rabid radicals who would otherwise go after them. Cover it all in a blanket of Islam and it looks cozy.
The radicals (Hamas, etc.) do not want a negotiated peace. They want Isreal to be destroyed. They attack, Isreal retaliates (obviously), and the cycle of violence continues. More angry Palestinians, more angry Isrealis. Whenever it looks like progress is being made, you get another 20-30 dead Isrealis and a few days later IDF retaliation with dead Palestinians. More and more pissed off hate filled people on both sides.
While the autocrats would probably feel good short term if Isreal somehow were annihilated, it wouldn't really serve their purpose. They need conflict and not victory.
Pure negotiation won't work because while Isreal can make commitments, the Palestinians figureheads have no authority.
What to do? Make sure that wealth, protection, and weapons do not go to the radicals. Hold the autocrats responsible. Find the radicals and kill them.
Since Isreal cannot negotiate with the "Palestinians", they should negotiate with the UN (its mother) and guarantee that if certain conditions are met, it will do x, y, z. Do it in a public world forum. Don't ask the Palestinians because they don't have anyone at the table. The UN would be the Palestinian proxy. Let the UN instruct its members accordingly - That they will be trashed and bashed if they screw around.
What next? Isreal guarantees borders, etc., to "Palestine" if the attacks stop, etc., and the UN guarantees that the violence will stop. The UN then goes into territories under the new mandate and cleans house. Kills the baddies and fixes the sewers.
What a bloody mess but its the only way.
UN won't do it though. Many of the member states have a vested interest in keeping the conflict going. So it will come down to individual countries, acting either unilaterally or in groups, to take apart the system and pressure the autocrats and kill the radicals.
Even if Hamas and Islamic Jihad were wiped out tomorrow, the killing would continue. For the past few decades, acts of terrorism have been glorified by the Palestinians and Arabs in general.
Therefore, as soon as Hamas and Islamic Jihad are taken out, others will rise to fill the void, seeking their fifteen minutes of Arab fame. When they act out, Isreal will respond for they cannot simply sit there.
And the Palesitians have only themselves to blame for this.
Even if the current Palestinian hierarchy makes a firm commitment to stopping it, it will not stop.
It will not stop until the gernal Arab/Palestinian sentiment heavily decries it. (i.e. When Palestinians are protesting agsinst terrorism in the street.)
Given the way they've inculcated support of terrorism into the very fabric of their society, they will suffer for a long time. And rightly so. When and how can they ever remove this from their collective psyche? Given how deeply ingrained it is, I don't see how they can realistically change their collective mindset, at least for years, if not decades. They are destined to suffer, victims of their own warped ideology.
I'm not stating this in support of Isreal since I'm not a big Isreali fan but I do beleive that they would live up to their commitments if the terrorism were to stop. They have too much to lose in a geo-political sense if they make an agreement and then don't live up to it.
Arafat will surely roast in hell for this. While lining his own pockets and aggrandizing himself, he has doomed both his own people and the Isrealis to a never-ending cycle of senseless violence. And he has done so knowingly.
The only desperate hope that the Palestinians have is to find a leader to change their mindset and lead them towards real peace - and how likely do you think that is?

Don't talk like the Israeli government is made of angels, wake up and smell the coffee, both governments are losers and total failures, they are a disgrace, and brought nothing but misery to their own people.
You keep on talking about how Israel keeps its promises, do you not watch the news, oh wait, don't you know that the militants were provked more than 8 times.. yes EIGHT times in the past 4 months while they were saying they'll keep quite, then they retaliated?..
