UNITED NATIONS (AP) - Secretary-General Kofi Annan urged the U.N. Security Council on Tuesday to recognize the Iraq's new Governing Council as a step toward the formation of a true government.
Annan also said the Security Council should establish a U.N. mission in Iraq and he chided the members for failing to say anything about the 25-member Governing Council after three of its members addressed a Security Council meeting on July 22.
Spain circulated a draft statement after that meeting welcoming the Governing Council as an important first step toward the formation of an internationally recognized government in Iraq. But it was not adopted because of differing views among the 15 council nations.
More than four months after the bitterly divided Security Council refused to back the war in Iraq, the U.S.-led occupation and the U.N.'s postwar role remain sensitive issues. Despite this, Iraq was still one of the key items on the agenda of Annan's monthly lunch with the council.
"We do need a decision to set up the (U.N.) mission. I think it is also important that they say something about the Iraqi Governing Council," Annan told The Associated Press,
The secretary-general noted that the three Iraqis came to the United Nations to address the Security Council, which did not respond.
"It doesn't send a very good message," Annan said.
The U.S.-appointed Governing Council is representative of the key constituencies in Iraq - Shiites, Sunnis, and Kurds - and was meant to be a transition to a more permanent government.
The United States had pressed for a strong Security Council statement that would have welcomed establishment of the Governing Council.
But indicative of the opposition was Monday's Arab League announcement that its members will not recognize the U.S.-appointed body, and will wait instead until post-Saddam Hussein Iraq is led by an elected government.
Russia has circulated a draft of a resolution that would establish a U.N. mission in Iraq.
But council diplomats said the United States isn't convinced there's a need yet for a U.N. mission, because Iraq already has the U.S.-led Coalition Provisional Authority and the Governing Council.

I think that US/UK/Spain/Portugal and the others are enough strong to support the Iraq's new Governing Council .....

The UN leader urged UNSC to recognize Governing Council. But the bloated bickering *****es can't get over themselves far enough to support the reconstruction process and to legitimaize the process that will lead to a new stable and democratic Iraq. They ignored the representatives even after the Sec Gen asked them to pay attention and do something. Its laughable but sad. What message is that sending? Once again the *****es are doing all they can to make it as hard as possible for the coalition and lending tacit support to the opposition.
UNSC is not one person and not one country Charles ... but you know that.
I didn't missed the point but you seems to forgot that UNSC must take decision based on vote of the members .....
US/UK are in the mess .... thay do not provide what they are supposed to: security in the country as they are the armed force controlling the country ......
why US/UK - 98% US gov - asking the others to provide assistance to the coalition as well as money ?
I though that they already gave the rebuilding contract to US companies ..... which will not put one foot in Iraq as long as the country is not secure ....... but the other countries should give them help in securing and rebuilding the country ........

PS: if there wasn't the iraqi I would let US/UK in this mess .... but as usual, you will need help from others to achieve the most difficult part of the war: restore the country and I hope they will give support but not for free of course - free doesn't mean money, rebuilding contracts, power, .... By the way, the U.N. had declined any protection by U.S. troops of the bombed headquarters in Baghdad and had instead opted for protection from a "private contractor" hired by the U.N.
This was just in the news and we'll be hearing more about it.

The really good thing about this whole episode though, is that American troops who have been responsible for so many deaths in Iraq, (upward of 7000 civillians), are being killed daily.
I personally celebrate each and every one of the yank soldier deaths.
Please name each one on this board so that I can create a shrine to their evil exploits and laugh at their decaying corpses.
Death to every American soldier, may you rot in hell!!.

Hmmmm. I am guessing this is a bad joke in bad taste?
Sanctions - um, that was UNSC Scott. Sorry. What would you have proposed? No sanctions? While it would have been more profitable for the US to continue supporting Iraq ($$$), we didn't think it was the right thing to do. Even Blix admitted that Saddam only responded to force. We all know sanctions hurt primarily the Iraq's and not Saddam. So Saddam is no good. Sanctions are no good. Getting rid of Saddam no good.

Unfortunately humans are burdoned with the moral responsibility of making decisions and taking actions to coordinate their affairs. Sometimes its hard. But just sitting back and complaining about everything while providing no viable options is useless.
