Britain May Ask For Probe Of Newsman's Killing By U.S. in Iraq

The British government has been asked by the family of the late ITN reporter Terry Lloyd to seek the cooperation of the Pentagon in the investigation of Lloyd's death. The reporter was killed during the U.S. invasion of Iraq in 2003 after he was wounded in crossfire between Iraqi and U.S. forces. As he was being taken in a private car for treatment, he was allegedly shot in the head by a U.S. soldier. Although a British coroner last week ruled that Lloyd was unlawfully killed by the soldier, the man responsible has not been identified. Lloyd's family, along with Britain's National Union of Journalists, has called upon Defense Minister Des Browne to press his U.S. counterparts to allow British investigators access to the soldiers involved.

After a six-day inquest, Assistant Deputy Coroner Andrew Walker ruled, "Had this killing taken place under English Law it would have constituted an unlawful homicide. I shall write to the attorney general and the director of public prosecutions with a view to considering the appropriate steps to bring the persons involved in this incident to justice." ITN Editor-in-Chief David Mannion announced that the TV news service would work "to bring those responsible for Terry's death to account before a court of law. ... Terry Lloyd was killed in an unlawful act by a US Marine who fired directly at the civilian minibus in which Terry, already badly injured, lay helpless." However, he said, ITN had not been able to learn the identity of the marine who shot him.

What does "unlawfully killed" mean? Are they saying Terry Lloyd was murdered?
