Steve Rogers was this meek little dude when WW2 broke out. He signed up for this experiment and received the 'Super Soldier Serum' which made him all buff, quick, agile, etc. He went to war and kicked a bunch of butt for the U.S. under the codename Captain America. Got a shield made of the same fake metal that Wolverine's claws are made of. During one mission him and his pal Bucky were trying to destroy a warhead launced by the Nazi uber bad guy Red Skull. His plane was shot down and he hit the artic, was frozen in the water and thanks to the serum survived until the 60's when the Avengers found him, thawed him and let him join the team. The rest is history.
The Ultiates basically rewrite and modernize storylines from the Marvel universe. I mean, since cap was thawed in the 60's that still makes him old, even if the serum doesn't let me age as much.
