Primetime special on Step-family tensions

Did anyone else watch this last night? I caught the last story about a girl named Kyle. They had video tapes in her home, and we watched as she was verbally abused by her step-mom, and at the end of the tape after both dad and the step-mom who occasionally slaps her, yell at her the dad jumps on her and beats the crap out of her. How the hell could ABC let this go on and NOT call CPS?
