Libby case: Bush gave permission to leak then set up enquiry to discover leaker

What's the score with the Libby case?

From what I gather, Scooter Libby indicated that he got permission to leak the Plame name from Bush/Cheney.

And yet the argument is about whether the leak is okay or not. That's irrelevant and clearly meant to misdirect from the more obvious and important question: why did Bush set up an enquiry to find out who leaked the name when he himself gave persmission to leak the name?
