SEOUL, South Korea (CNN) -- North Korea said Tuesday it would begin dismantling its nuclear program only if the United States provides a light-water reactor for civilian power.

Well who would of guessed it that North Korea would try to throw a spin on them getting out of dismantling its nuclear program. North Korea has balls I will give them that.
