Hogwarts rules specifically say that the only pets allowed are owls, toads, and cats. So why are the Weasley children allowed to have rats and pygmy puffs? Why were Scabbers and Arnold exceptions to this rule?

I think they can bend the rules lightly, i think its more of a guide line than a rule, to stop people bringing dangerous creatures such as snakes or dragons

Yeah, but in a way, "Scabbers" was probably more dangerous than any pet.

Did anyone ever think that maybe they got away with it because they are poor? The Weasley's could not afford an owl or a cat, so they most likely got permission for the rat. Ginny more than likely snuck in Arnold.
