Planet Saturn story

For a long time,I've been looking to recover this story I used to have. It was a science fiction story in which the planet Saturn's RINGS flew away from Saturn!! Those Rings then came down to Earth to surround Earth!! It was done by the Saturn aliens in order to change Earth's environment into that of Saturn.

Does anybody out there remember what magazine and what issue featured this story? As I recall, it was part of an anthology...if that's any help at narrowing it down.
