Voices behind the veil?

What is the significance of the voices just behind the veil that Luna and Harry could hear? Is it something that is like the thestrals, that you have to have seen a death to hear it? Would Neville be able to hear them behind the veil?

Well, seeings that only a few heard those voices, I'm guessing that you're right, Sherry.
I think that we're going to have the mystery of the veil uncovered before it all ends.
I want to know it all...

Wonder if Harry went back there, and sat near the veil, if he could hear Sirius talking to him.

OR if the mirror would work if he was close to the veil, assuming he could repair it.

Another fine point, Sherry. BUT, did Sirius have the mirror on him when he arrived at the MoM? Was it on him when he went through the veil? If he had it, could it have shattered as well during the fight?

Perhaps the voices a particular person hears are the people who were special to them.

I think Sirius would have the Mirror with him just in case Harry tried to contact him.
