Way (or wei) is the way you'd answer the phone, but generally if you want to greet someone you'd just say ni hao (or ne how, as you've written it)... and, yes, ni hao ma is "how are you?"
喂 - wei (hello)
你 - ni (you)
好 - hao (good)
