I completely agree that it seems like a harsh disregard of American talent. An actor like Malkovich, a master of his craft, should at least receive consideration equal to any British actor. So many of Rowling's millions are from US gross (both books and films) you'd think she'd want to thank the states in some way.

Also, I think when it comes to foreign characters in the story, she'll get some foreign actors. I don't think she's doing it as a personal attack on Americans at all.
I think only having English actors is a pretty good idea, and I kind of admire her for sticking to this ideal of hers. For one thing, the characters' actors will be less known, making them a little more interesting and new to an untrained eye. Also taking emphasis of "oh such and such an actor is in this" and helping put more attention on the story itself. Also, they'll add a certain amount of authenticity to the characters, as the actors are, indeed, English, from their look to their speech and manurisms.
Also, and this is pretty important, Hollywood is doing fine. The English movie scene, on the other hand, has been going down hill for a while. I think JKR is actually encouraging the growth of the English acting community and movie industry as a whole. Good for her.

You've also got hundreds of millions of Asians, and people in the rest of Europe... I know Harry Potter and the Order of the Phoenix has sold 2 million copies in Taiwan alone. And that's just the most recent book's (and only the Chinese version, the English version sold a hell of a lot more before it was released) sales on a tiny little Island.
She isn't limiting the movies at all. She's got a strong story (as I figure you know) and they'll get the best directors they can get (which she definately hasn't limited to English people) that's all there is to it. There's yet to be one cast member that I've been disapointed with, and it'll remain that way, I figure.
