Mark Fleming: Threats???

Is it considered a "threat" to say that, for example, "I'd be happy if so-and-so died" or "I'd throw a party if so-and-so died of natural causes" or anything like that?

And also, if these are the rules, then it should also not be allowed to threaten or wish death on people like Bin Laden or Arafat as well...at least be consistant
