1) Obviously this is a country that is lead by human beings.
2) George Bush 1, was 2 presidents ago. During his presidency he worked and wanted to remove Sadam from power. He, a republican (our political generally right wing party which in general have a large interest in foreign affairs), was blocked from removing Sadam by the United Nations.
3) After Bush's presidency Clinton (a democrat, which usually do not have strong foreign policies) kept the status quo and tried to allow the sanctions to have Sadam change, and tried to appease the Middle East and the UN by not pushing this unacceptable situation.
4) Bush II (a republican) came into office and started again into a strong foreign policy presidency. After 9/11, many of the voices that were for appeasing the middle east and trying to make friends rather than do what needs to be done were silenced, so the government was given the go ahead.
These are not opinions, but what happened.
If you want to know who brought about this change, the names of all of them are very well known. They flew a plane into a couple buildings, and hence have crystalized the United States into following a foreign policy that perhaps would not have come around otherwise. | | Reply To this Message
