The reason that Frodo has a different accent from the rest is because he is supposed to be sort of an upperclass hobbit, which is why he is more learned in the way of languages and so forth. You get harsh and soft one's, like the London accent, is very easy to understand, but the Cockney accent is almost impossible sometimes, though with all honesty, when Scot's get going and excited we have difficulty understanding each other at all sometimes! Interesting point though, the best English speakers in the world come from Inverness! (I suppose that that's the equivalent to the Deep South for you americans! Its released on DVD and VHS April 12th, and if your a big fan of Billy, you will most likely enjoy his part in this movie, it was strange seeing him as something other than a four foot hobbit though.

He seems like such a nice guy, and I really love his acting, and his singing (scary thing is that we share virtually the same vocal range, but I can go an octave higher, and he can go a note lower).
I also think that he looks absolutley stunning in the pictures from SAG, but when doesn't he look great? LOL!!!!
