Don't they have strict protocols inside military bases, especially during war? This problem of friendly fire could have been avoided if there were US military patrol units accompanying the Italian civilian vehicle. This is the age of cell phones, homing device, gps and many other over the counter devices to make communication and location information effective. What happened?
